Sentinel GIS Meets NPDES Permit Requirements

As part of an appropriate Pesticide Discharge Management Plan (PDMP), the NPDES Permit requires pesticide applicators to identify mosquito breeding sources, identity target species, and determine action thresholds before applying any pesticides to water of the U.S. In addition, the NPDES Permit requires appropriate larval and adult surveillance activities to determine whether a pesticide application is warranted. In all instances, it is a requirement to minimize the discharge of pesticides to waters of the U.S.

Sentinel GIS software provides office and field tools to meet many of the NPDES permit reporting and source-management requirements. Built upon ESRI GIS technology, Sentinel GIS provides tools specific to mosquito control that identifies and maps mosquito breeding sources, calculates the size of the breeding source, helps to determine the appropriate amount of pesticide to be applied, and records actual field activities. In addition, Sentinel GIS supports Larval and Adult surveillance activities that aid in determining whether an appropriate action threshold has been met to warrant control measures.

Larviciding

Field inspectors prepare for field work by downloading treatment history, inspections, accompanying maps, and GIS layers into their handheld.
In the field, technicians navigate to the breeding sources needing inspection. Once at the site, the crew maps a site, records an inspection, or views a history of past inspections. Treatment information in recorded along with the product efficacy dates. The desktop Sentinel GIS software later uses these dates to automatically schedule follow-up visits. Pre-defined report templates quickly generate chemical use and activity reports.

Surveillance

Using the Surveillance application, supervisors prepare for field activities by downloading GIS data for trap locations, mosquito species, sentinel chicken flock information, data collection forms, and maps into the mobile device. In the field, the technician navigates to or maps trap sites, records trap site surveys, conducts sentinel chicken or dead wild bird surveys, and records landing count rates. This information is automatically transferred into the GIS back at the office. ArcGIS provides desktop GIS tools for map display and query. The Sentinel GIS Supervisor tools enable management of trap information, laboratory surveys, mosquito species and abundance, sentinel chicken flock and dead bird details, and laboratory test results. Predefined templates quickly generate several reports including mosquito abundance, disease details, and mosquito disease distribution.

Adulticiding


The Sentinel GIS Aduticiding application manages ULV pesticide activities to efficiently schedule personnel and equipment while minimizing chemical usage and costs. Supervisors prepare for ULV treatment activities by downloading user-specific application settings, maps, and GIS layers to their handheld. In the field, the driver records spray activities including location, time, chemical type and amount. Treatment areas can be viewed on a map. ArcGIS provides desktop tools for map display and query including the creation of zones or treatment areas. Supervisor tools are available for managing personnel, equipment, ULV equipment calibration information, and chemicals used. Pre-defined report templates quickly generate required treatment activity reports.

Service Request

Tools include a web-based desktop application for creating, tracking and reporting incoming service requests about mosquito activity. Information logged includes Service Request location, complaints about biting or swarming insects, or requests for mosquito control. Analyzing this information, the agency can identify the problem sources, apply treatments efficiently and reduce the amount of pesticide used. Supervisors prepare for field activities by downloading data from ArcGIS for service request locations, scheduled work orders, and accompanying maps into the handheld. In the field, the inspector maps the service request location and updates service request details. Back at the office, field data are merged into ArcGIS. Supervisor tools are available to prioritize service requests, establish work zones, and identify trends and problem areas. Pre-defined report templates summarize service requests over a specified time period.
